UK Regulatory Framework in Detail
England: Licensing Reform in Progress (2025–2026)
England currently has no statutory licensing requirement for non-surgical cosmetic procedures. The government’s September 2023 consultation set out a RAG-rating framework, but as of early 2026 only the first consultation phase has been completed. A 2026 consultation on procedure categorisation is expected. The system will be administered by local authorities in England.

United States — Licensing Variation by State
No Federal Standard
The United States has no federal PMU licensing law. Requirements are set at state level and sometimes at county level, resulting in significant variation. PMU is most commonly regulated as body art / tattooing. The SPCP (Society of Permanent Cosmetic Professionals) board certification satisfies many state regulations including New Jersey, Maine, and New Hampshire.
